Thomas E. Hales, Union State Bank CEO,
Named Chair of Westchester County Association’s
Blue-Ribbon Task Force on Hospital Crisis


Prominent Leaders from Cross-Section of Business Community Also Named to Panel
That Will Study Hospitals’ Financial Crisis and Make Recommendations to Policymakers


WHITE PLAINS, NY (March 16, 2005) -- The Westchester County Association (WCA), the county’s preeminent business membership organization, announced today that Thomas E. Hales, Chairman, President and CEO of Union State Bank and a lifelong resident of Westchester, had been named chairman of the WCA’s newly formed Blue-Ribbon Task Force to study the financial crisis facing the county’s hospitals and make recommendations for reform.

In addition, a cross section of prominent leaders from Westchester’s business community were named as members of the Task Force who will join Mr. Hales in undertaking a major study to evaluate the critical issues surrounding Westchester’s hospitals. The Task Force members are:

• Dr. David A. Caputo, President, Pace University, New York City/Pleasantville

• Stanley E. Freimuth, Senior Executive Vice President & Chief Administrative Officer, Fuji Photo Film U.S.A., Inc., Valhalla

• Richard French, President, Regional News Network, New York City (with plans to move to Westchester).

• PepsiCo, Inc., Purchase (individual to be named)

• Francie Heller, President, The Heller Group, Greenwich

• Kevin Keane, Managing Partner, O'Connor, Davis Munns & Dobbins, LLP, Harrison

• Kevin Plunkett, Partner, Thatcher Profitt & Wood, New York City/White Plains

• Andrew G. Robel, Managing Director, Merrill Lynch, White Plains

• Markham F. Rollins III, Co-Chairman and CEO, The Rollins Agency, Inc., Tuckahoe

• Mauro Romita, President & COO, Castle Oil Corporation, Harrison

• Michael J. Smith, Senior Vice President & COO, Berkeley College, White Plains

• Arthur E. Weintraub, President, Northern Metropolitan Hospital Association, Newburgh

• Robert P. Weisz, President, RPW Group Inc., White Plains

In addition, Brian J. Nickerson, Ph.D., J.D., Director of the Edwin G. Michaelian Institute for Public Policy and Management, at Pace University, will serve as the Project Director responsible for the overall direction and oversight of logistics, report writing and editing. Dr. Nickerson is also Associate Professor of Political Science and Public Administration at the Edwin G. Michaelian Institute.

In making the announcement, William M. Mooney, Jr., WCA President, said, “We are honored that Tom Hales has accepted our invitation to chair this critically important task force. Tom’s exemplary leadership, commitment to the county’s hospitals and the high respect he commands in the community at large will be invaluable in accomplishing the important mission of this Task Force.”

Mooney added that Hales and the other Task Force members — with the full support of the WCA—will analyze all aspects of Westchester’s hospital system ”that has serious qualitative and quantitative issues. The goal is to produce a report and make recommendations for proactive solutions to our policymakers to resolve this health care crisis,” adding, “Our hospitals form a vital element in Westchester’s quality of life and infrastructure and play a key role in our economic vitality. ”

Mooney said that the WCA is committed to providing the Task Force with the substantial administrative, research and other support services it will need to undertake the study. Going forward, the Task Force members will soon meet to define and identify the key issues it will examine and organize themselves in committees and sub-committees. The news media will be kept abreast of the Task Force’s progress with periodic announcements.

Mr. Hales began his banking career in 1982 when he joined Union State Bank as Chairman. Beyond his many skills as a business leader, Mr. Hales is deeply committed to giving back to the community, both on a business and a personal level. Union State Bank, through its USB Foundation, donates annually to various charitable organizations throughout the Hudson Valley region. Personally, Mr. Hales has been a major force in establishing the Children’s Hospital and Trauma Center at the Westchester Medical Center in Valhalla, NY.

Mr. Hales and Union State Bank have been honored by numerous institutions in the Hudson Valley region including Phelps Memorial Hospital, Sound Shore Medical Center, Good Samaritan Hospital, Nyack Hospital, Iona College, Dominican College, the Leukemia Society of Westchester and the Mental Health Association of Rockland County.

Mr. Hales graduated cum laude from Iona College with a Bachelors Degree in Business Administration. He completed his Master of Business Administration at Pace University. He is also a New York State Certified Public Accountant.
