HVTDC PROVIDES OPERATIONS REVIEW SUPPORT TO ULSTER-GREENE ARC

Kingston and Fishkill, New York, February 14, 2008 - Ulster-Greene ARC announced the receipt of support from Hudson Valley Technology Development Center (HVTDC) in Fishkill in the development of Direct Support Professionals at their not-for-profit agency that employs more than 950 people throughout the Hudson Valley and Catskill Mountains region. "Our dedicated staff members in 21 community homes and apartments in Greene and Ulster Counties, felt overwhelmed and needed support for the 24/7 assistance they give to the people we serve in developing skills to live more independent lives," stated Laurie A. Kelley, Executive Director of Ulster- Greene ARC. "We turned to HVTDC to help stabilize our staff, and improve both morale and the care being given to the people who receive our services. An immediate result of HVTDC's input was elimination of mental stressors and blocks our staff members had been experiencing about their personal responsibilities and how they best use their work hours. Once they understood they are in control of their own time and destinies, there was a shift in attitude, and morale improved significantly."

AVOID PROPERTY TAXES THROUGH SMART CONSTRUCTION TIMING by By David C. Wilkes

David C. Wilkes, Esq., CRE, FRICS co-leads the Property Tax Law Group at Huff Wilkes LLP in Tarrytown. He represents many of the largest global companies in property tax matters locally and nationally. He has served as a senior real estate policy advisor to governments in the Middle East and Eastern Europe, and is a Trustee of The Appraisal Foundation in Washington DC. He is a founding member of the International Property Tax Institute's Corporate Advisory Council, serves as an Advisor to the President of the New York City Tax Commission, and is Vice Chair of the American Bar Association's Property Tax Committee, as well as Co-Chair of the Westchester Bar Association's Tax Certiorari Committee. He holds a masters degree in valuation from New York University and a law degree from Boston University.

The first day of construction is usually a sign of good things to come for an owner: erecting a profitable new building or refitting an existing structure for a new or expanding tenant. Even for the homeowner, the anticipation of a larger, more beautiful home seems worth the headaches of living with renovations. But new construction is a sign of a very different sort to someone else in town: the Tax Assessor. The bad news-surprisingly often overlooked or given short shrift even by sophisticated real estate developers-is that every dollar of value added by new construction is taxable.
