Ashley Ley, AICP, PP is a Senior Vice President and co-leader of AKRF’s Hudson Valley and Connecticut planning and land development practice. Ashley has more than 20 years of experience in land use planning, zoning, and development, working with municipalities, agencies, and developers throughout the region. She brings a breadth of knowledge and experience to conduct environmental analyses, develop zoning strategies, and lead complex projects through the entitlements process. Her experience includes the preparation of environmental impact statements under New York’s State Environmental Quality Review Act (SEQRA) and the National Environmental Policy Act (NEPA) for public actions, private development projects, and large transportation and infrastructure projects.

Ashley serves as Co-Chair of the Women’s Leadership Initiative for the Urban Land Institute Westchester/Fairfield Chapter, is a member of the Westchester County Association New Leaders Roundtable Steering Committee, a former Director-at-Large of the Westchester Municipal Planning Federation and served as the 20th District Representative on the City of Stamford’s Board of Representatives.

Christopher Gibaldi is Managing Director, of Development. In recent years he has been responsible for the management of multiple high-rise multi-family/mixed-use developments of 4.7M sf (3,275 units) with a total development cost of over $2B. Chris has a unique combination of hands-on management and analytical expertise allowing him to successfully execute every phase of the development process from conception, acquisition and design through construction and lease-up.

Christopher has over 20 years of professional experience developing multifamily residential and mixed use projects. He oversees Rose’s pre-development work analyzing financial models, negotiating joint ventures, and securing financing as well as zoning analysis, architectural design and permitting. Chris also directs all facets of development, managing teams, budgets, and financial reporting, while also overseeing construction and coordinating with contractors.

Since joining Rose Associates in 2011, Christopher has completed notable projects including the transformation of 70 Pine St. into a 777-unit mixed-use space totaling; 1M sqft., and the development of Larstrand (181 units, 225K sqft) and Maximilian (188 units, 175K sqft. Currently, Chris leads Rose’s major development projects including the ground-up development of a 16 acre site in Port Chester, NY which will be comprised of 1,095 units, 1,100 parking spaces and total 1.5M sqft; as well as Hamilton Crossing, in White Plains a combination conversion and new build totaling 468 units and 735K sqft; Alexander Crossing in Yonkers, a ground-up development of 440 units totaling 555K sqft; and 8 Court Square in

LIC, a 157 unit ground-up development of a mixed use building totaling 150K sqft.

Prior to joining Rose Associates, Christopher was a director of acquisitions and development and led capital raising efforts for a boutique real estate investment firm in the New York area

Mr. Marshall is a co-founder and Managing Partner of (“BRP”) Companies, a vertically integrated owner, operator, developer and manager of transit-oriented, mixed-use, multifamily properties in the NY Tri- State area. Today, with over 70 experienced professionals, BRP has a track record of over 4.3 million square feet (“SF”) of completed real estate projects, 4.9 million SF currently in construction and 6.5 million SF in pre-development for a total portfolio of 15.7 million SF.

Mr. Marshall is responsible for executing BRP’s investment strategy including deal origination, acquisition, finance and development. He has also led the firm’s strategic partnership initiatives such as the firm’s decade long partnership with Goldman Sachs Urban Investment Group and BRP’s active relationships with all of the New York City Agencies. Prior to co-founding BRP, Mr. Marshall was a Managing Director at Musa Capital Advisors, an emerging markets private equity and financial advisory firm based in New York City. Musa Capital managed a Separate Account for Kingdom Holding Africa, HRH’s Prince Alwaleed Bin Talal’s Investment vehicle for Sub-Saharan Africa. At Musa Capital, Mr. Marshall was instrumental in executing cross-border transactions including the $37 million development of a mixed-use office complex and mall in Harare, Zimbabwe. Mr. Marshall also led successful investments in the Telecommunications and Financial Services sectors. Prior to Musa Capital Advisors, Mr. Marshall was a Senior Associate at Wasserstein Perella & Co., an investment banking firm based in New York City. While at Wasserstein, Mr. Marshall was an integral member of the firm’s Telecommunications and Media, Mergers and Acquisitions practice, where he assisted in transactions exceeding $15 billion.

Mr. Marshall is a Founding Member of the Council of Urban Professionals (“CUP”), and is a Member of the Executive Board of the New York State Affordable Housing Association (“NYSAFAH”). Mr. Marshall also proudly serves on the Boards of Enterprise NYC Advisory Board and Citizens Housing and Planning Council since 2018, and is a Trustee of Xavier University of Louisiana.

Mr. Marshall holds a Bachelor of Science degree in Electrical Engineering from Boston University and a Master of Business Administration in Finance and International Business from Columbia Business School.

Kevney Moses is an accomplished real estate development leader with deep expertise in guiding complex residential and mixed-use projects from concept through regulatory approvals. As Director of Land Entitlements at Toll Brothers, he oversees development strategies, regulatory processes, and stakeholder coordination for luxury townhome and single-family communities in the New York Metro area. His work has secured key approvals for high-profile developments, notably including a 162-unit townhome projects in Mount Pleasant, NY and a 125-unit townhome project in Armonk, NY, which are both currently under construction.

Previously, Kevney served as Acquisition & Development Manager at Workforce Partners, LLC directing acquisition, design and entitlements for multi-family developments.  Prior to Workforce, as Associate Principal at Wesley Stout Associates, he managed a portfolio of award-winning landscape architectural projects across high-end residential, institutional, commercial, and mixed-use developments.

Kevney holds a Bachelor of Landscape Architecture from The University of Georgia and is a proud alumnus of The Landon School. He is a member of the American Society of Landscape Architects (ASLA) and a LEED Accredited Professional (BD+C), with professional licensure as a Landscape Architect.  Kevney brings strategic vision and proven execution to every project he leads.  His blend of technical design excellence and regulatory acumen are complimented by his passion for creating enduring places that balance environmental stewardship, economic vitality, and exceptional livability.
