The Center for Corporate Climate Leadership is the EPA’s resource center for all organizations of all sizes looking to expand their greenhouse gas (GHG) measurement and management practices.

The Center supports the activities for organizations of all sizes looking to expand their work in the areas of GHG measurement and management.
How the Program Works
The Center serves as a comprehensive resource to help organizations of all sizes measure and manage GHG emissions, providing technical tools, ground-tested guidance, educational resources, and opportunities for information sharing and peer exchange among organizations interested in reducing the environmental impacts associated with climate change. Three core areas of focus are: GHG Inventory Guidance, GHG Measurement Resources, and Supply Chain GHG Management.
GHG Inventory Guidance
The Center’s GHG Inventory Guidance aligns with the GHG Protocol Corporate Standard of the World Resources Institute (WRI) and the World Business Council for Sustainable Development (WBCSD) – the global standard for calculating corporate GHG emissions.
The EPA’s GHG Inventory Development Process, which includes many resources offerings, consists generally of four (4) key steps. Resources for each step are available on this page.
- First Step: Review accounting standards and methods, determine organizational and operational boundaries, and choose a base year.
- Second Step: Collect data and quantify GHG emissions.
- Third Step: Develop a GHG Inventory Management Plan to formalize data collection procedures.
- Fourth Step: Set a GHG emission reduction target and track and report progress.
These resources focus on what the Center deems Scope 1 & Scope 2 Emissions. Scope 1 emissions are direct GHG emissions that occur from sources controlled or owned by the organization, while Scope 2 emissions are indirect GHG emissions associated with the purchase of electricity, steam, heat, or cooling.
GHG Measurement Resources
The Center offers various resources specifically for ongoing GHG measurement, including but not limited to:
- The GHG Emission Factors Hub, which provides organizations with a regularly updated and easy-to-use set of default emission factors for organizational greenhouse gas reporting;
- The Simplified GHG Emissions Calculator, EPA’s calculation tool that helps small business and low emitter organizations estimate and inventory their annual GHG emission; and
- GHG Target Setting resources, based on Chapter 10 of the GHG Protocol Corporate Standard.
Supply Chain GHG Management
The Center also provides information for organizations interested in reducing their Scope 3 Emissions – or Supply Chain Emissions – that may account for more than 90 percent of their total GHG emissions when overall climate impacts are accounted for.
