Description

On September 15, 2023, EPA posted an assistance listing for a Notice of Funding Opportunity (NOFO) for a new grant program — Reducing Embodied Greenhouse Gas Emissions for Construction Materials and Products —which gave stakeholders a preview of the formal NOFO was published on November 1, 2023.

In support of Inflation Reduction Act Section 60112, the goal of this grant program is to support businesses that manufacture construction materials and products to develop and verify Environmental Product Declarations (EPDs), and to states, Indian Tribes, and nonprofit organizations that will support such businesses. This program seeks to improve transparency and disclosure of embodied GHG emissions data associated with construction materials and products to facilitate procurement of lower embodied carbon construction materials/products throughout the country. Disclosure of embodied GHG emissions through the development of EPDs based on robust and comprehensive data will enable fair comparison of construction materials and products and facilitate procurement of these products with lower embodied carbon emissions.

Eligibility

Businesses that manufacture, remanufacture, and/or refurbish construction materials and products, and U.S. states and territories, Indian Tribes, and nonprofit organizations that will support such businesses.

How the Program Works

The Reducing Embodied Greenhouse Gas Emissions for Construction Materials and Products grant program aims to advance the goals of EPA’s EPD Assistance Program through:

  • Increasing the robustness of GHG emissions data associated with the production, use, and disposal of construction materials and products;
  • Assisting businesses to disclose and verify such data via robust EPDs; and
  • Incentivizing market demand for construction materials and products that have lower embodied greenhouse gas emissions.

To support these goals, EPA plans to award up to 40 grants and/or cooperative agreements in FY2024, including:

  • Grants and/or cooperative agreements to businesses that manufacture construction materials and products for developing and verifying Environmental Product Declarations, and to States, Indian Tribes, and nonprofit organizations that will support such businesses.
  • Cooperative agreements to pass-through entities that will collaborate with EPA to design and build their own processes to receive and evaluate subaward applications from businesses that manufacture construction materials and products for developing and verifying Environmental Product Declarations, and to States, Indian Tribes, and nonprofit organizations that will support such businesses.

Total Program Funding is estimated at $100 million, with an individual Award Ceiling of $10 million and Award Floor of $250,000.
