Description

Low-Carbon Capital Planning Support offers cost-share incentives through the Flexible Technical Assistance (FlexTech) program to assist with multifamily building energy study funding. Portfolio-level studies enable low-carbon upgrade prioritization across one’s building portfolio. Building-specific studies focus the implementation of low carbon retrofits at one building. Studies will list recommended low carbon upgrades, provide a comprehensive cost-benefit analysis, and produce a low carbon phased implementation plan.

Portfolio Level

· Energy Analysis – ASHRAE Level 1+ or above

· Cost-Share Information – Up to 75% of total study cost (for completion of study)

· Cost-Share Cap Per Project – 2% of total portfolio annual energy expenditure for the buildings in study, up to $100K

Building Specific

· Energy Analysis – ASHRAE Level 2 or above

· Cost-Share Information – Up to 75% of total study cost (for completion of study)

· Cost-Share Cap Per Project – 10% of building annual energy expenditure for the buildings in study, up to $500K

Eligibility

To qualify, multifamily properties in New York State must pay into the Electric System Benefits Charge or NYSERDA Clean Energy Fund on their electric utility bill. Studies must focus on electrification or electrification-readiness upgrades, transitioning at least one heating/cooling or domestic hot water system to a high-performance electric technology or significantly reducing heating/cooling load. All studies must be done with a Flex Tech consultant or Multifamily Building Solutions Provider.

  2. Work with consultant or provider to complete the application, scope of work, and budget, as described in the Multifamily Low Carbon Capital Planning Study Guidelines [PDF].
  3. Submit your completed application, scope of work, and budget to FlexTech@nyserda.ny.gov.
