CHIEF EXECUTIVE OFFICER

Frank drives rapid growth in healthcare and technology with his expertise in Private Equity and Fortune 100, leveraging operational, commercial, and technology acumen. As the former Chief Commercial Officer and General Manager at Cloudmed Solutions, Frank executed successful commercial and automation strategies, scaled operations, and integrated multiple acquisitions. With executive experience in healthcare, services, and technology, including Emerson Electric Corporation, he has held roles in business development, operations, and strategy.

Mr. Braumuller is a Co-Managing Partner, member of the Firm’s Executive Committee, the head of our Health Law Practice Group, and co-chair of the Corporate Law Practice Group. Prior to joining Bleakley Platt, Mr. Braumuller was associated with several national law firms in their Business Law and Health Law practice groups and was Associate Counsel of the Catholic Health Care System.
Mr. Braumuller represents hospitals, physician groups, laboratories, physical therapists, pharmacies, DME suppliers, and other health care professionals, ambulatory surgery centers and other health care facilities in various health care fraud and abuse and regulatory matters. He counsels IPAs and integrated physician practices with respect to VBP contracting arrangements. He regularly counsels health industry clients on compliance with the Stark Law, anti-kickback statute, Medicare and Medicaid reimbursement, managed care contracting, HIPAA and the implementation of corporate compliance programs.
In the corporate law area, Mr. Braumuller represents diverse business clients in a full range of corporate transactions, including private mergers and acquisitions, franchise transactions, joint ventures, and restructurings. In addition, he counsels clients regarding general business matters and corporate governance issues. He also prepares stock and asset purchase agreements, partnership and operating agreements, license agreements, employment and consulting agreements, real estate lease and purchase agreements, and various corporate formation and governance documents.

Mr. Ratner is Executive Vice President (EVP) and Chief Strategy Officer of the Westchester Medical Center Health Network (WMCHealth) and Chief Executive Officer of HealthAlliance of the Hudson Valley (HAHV). WMCHealth is a 1,700-bed healthcare network based in Valhalla, New York, with nine hospitals on seven campuses which provides healthcare services across 6,200-square miles of the Hudson Valley, and HAHV includes the network’s HealthAlliance Hospital, Margaretville Hospital and the forthcoming HealthAlliance Healthy Village.
Mr. Ratner has more than 25 years of healthcare executive leadership experience, with a proven track record of successfully developing and executing innovative strategies and programs. He also excels at building relationships with community leaders, physicians and elected officials to collaborate on improved care delivery and outcomes for patients.
As EVP and Chief Strategy Officer, Mr. Ratner drives clinical and corporate strategies across the network. This includes innovative solutions to deliver improved patient outcomes, such as new care programs and the use of advanced technology. He also oversees network affiliate relationships and provides strategic and operational oversight to WMCHealth’s Behavioral Health program, one of the largest in New York.
Mr. Ratner led efforts to deliver the new HealthAlliance Hospital in Kingston, a $120 million facility expansion and renovation that opened in 2022. He also led public-private collaborations with elected officials that resulted in the creation of a Behavioral Health Center of Excellence at MidHudson Regional Hospital and the redeployment of mental health inpatient beds at HealthAlliance Hospital, further integrating the network’s hospitals into the broader community while prioritizing specific community needs. Mr. Ratner also led the Hudson Valley regional COVID-19 vaccination HUB in collaboration with the New York State Department of Health.
Mr. Ratner is helping oversee the network’s strategy for construction of a new Patient Care Tower at Westchester Medical Center in Valhalla – a $220 million construction project believed to be the first of its kind in the state to bring together critical care and general medical-surgical services in one location. Expected to open in winter of 2025, the project includes the construction of a new 162,000 square foot, five story tower expansion that will provide cutting-edge critical care, an enhanced patient experience and the conversion to all private rooms across the rest of the campus.
As CEO of HAHV, Mr. Ratner leads operations at HealthAlliance Hospital and Margaretville Hospital, and is guiding the second phase of the network’s Ulster County healthcare advancement plan, highlighted by the transformation of the previous HealthAlliance Hospital’s Broadway campus into the HealthAlliance Healthy Village.

The role of CEO marks a return to HAHV, as Mr. Ratner previously spent seven years as system’s Chief Strategy Officer. After playing a key role in HAHV’s transition into WMCHealth in 2016, he transitioned to Senior Vice President of Network Strategy & Development at WMCHealth, a position he held for more than four years before being appointed the network’s Chief Strategy Officer.
He serves on the boards of the Westchester County Association and WMCHealth’s Bon Secours Charity Health System.
Mr. Ratner earned his Bachelor’s Degree in Sociology from Stony Brook University and his Master’s Degree in Public Health in Health Policy & Management from New York University.
