Mary T. Bassett, MD, MPH., was appointed Commissioner of Health on December 1, 2021.
She previously served as Director of the François-Xavier Bagnoud (FXB) Center for Health and
Human Rights at Harvard University and FXB Professor of the Practice of Health and Human
Rights in the department of Social and Behavioral Sciences at the Harvard T.H. Chan School of
Public Health. Prior to that, she served as Commissioner of the New York City Department of
Health and Mental Hygiene, Director for the Doris Duke Charitable Foundation’s African Health
Initiative and Child Well-Being Prevention Program; and as Deputy Commissioner of Health
Promotion and Disease Prevention at the New York City Department of Health and Mental
Hygiene. Early in her career, Dr. Bassett served on the medical faculty at the University of
Zimbabwe and went on to serve as Associate Director of Health Equity at the Rockefeller
Foundation’s Southern Africa Office. After returning to the United States, she served on the faculty
of Columbia University, including as Associate Professor of Clinical Epidemiology in the
Mailman School of Public Health. Dr. Bassett received a B.A. in History and Science from
Harvard University, an M.D. from Columbia University’s College of Physicians and Surgeons, and
an M.P.H. from the University of Washington

Robert Glazer, Chief Executive Officer, is responsible for the overall operations of ENT and Allergy Associates, LLP (ENTA). ENTA consists of over 300+ clinicians practicing in over 55 locations in the NY/NJ metro region. Mr. Glazer joined ENTA in December 1997 and has over 45 years of healthcare experience in finance and operations, information technology, managed care contracting, mergers and acquisitions, physician recruitment and healthcare marketing.

He has served on the Leadership Council as President – Association of Otolaryngology Administrators (AOA) and has participated on ad-hoc committees of the American Academy of Otolaryngology & Head and Neck Surgery (AAO-HNS). He is a Board Member of the Westchester County Association; a Fortune 500 business think tank. Mr. Glazer serves as the Vice President/ Secretary of OASIS, Otolaryngology/Allergy Specialty Insurance Services, a self-funded self-insured Medical Malpractice Captive that formed by the partners at ENTA in 2008.

Prior to joining ENTA, Mr. Glazer worked as a hospital administrator at New York University Medical Center (1976-1985) where he was a Departmental Controller, Columbia Presbyterian Medical Center (1985-1993) where he served as the Treasurer, New York United Medical Center (1993-1996) where he was the Senior Director of Finance and Business Development.

Mr. Glazer lectures frequently on health Care -related topics, including Compensation Models and Pay Equity, Private Practice Ancillary Services, Provider-Based Regulations, HIPAA, Compliance and Coordinated Care Management

Mr. Glazer has a BS in Business Administration from the State University of New York and a Master’s in Public Administration and Health Care-New York University

Jeffrey Menkes has helped shape the landscape of healthcare in the New York Metropolitan region like few others. He has given his whole professional life of nearly 50 years to improving healthcare across Long Island, New York City, Queens, the Bronx, and Westchester. From a promising start as an administrative resident at Elmhurst Hospital in Queens, he rose rapidly through that organization to become the youngest CEO in any New York City hospital at the age of 31. His vast experience has included leadership in some of the most prestigious hospitals and healthcare systems in the New York metropolitan area. Along the way, he has forged long-lasting relationships with many healthcare colleagues as a partner, a mentor and an inspiring leader. His career has positively impacted the lives of countless patients, including some of the very neediest.

Jeff has been part of the Montefiore Health System for 1O years, was instrumental in bringing Burke into the health system, and has been the President & CEO of Burke for over 5 years. Jeff retires from healthcare as the President and CEO of Burke Rehabilitation. His accomplishments at Burke are amongst his most cherished. He established Burke as a center for graduate medical education by creating residency and fellowship programs. He has revitalized the campus while honoring Burke’ s historical architecture. He guided the creation of modern, beautifully designed facilities, including the Alice B. Harmon Patient Welcome Center and the Marsal Caregiver Center, the latter a key element of the Patient Experience Division that was created under his direction. Burke’s employee support program, Burke C.A.R.E.S. was established under his guidance to nurture the welfare of staff who give their all every day for Burke’s patients. Perhaps his greatest impact has been faithfully leading the organization throughout the COVID-19 pandemic and its subsequent waves. Jeff leaves Burke in a stronger position than when he took the helm, the go-to partner for Montefiore and other healthcare systems throughout the region to provide expert rehabilitative care to all who come through its doors.
