George Latimer, a third generation Westchester native, was born on November 22, 1953 in Mount Vernon to the late Stanley and Loretta (Miner) Latimer. After attending Mount Vernon public schools, Latimer graduated with a B.A. from Fordham University in the Bronx in 1974, as well as a Master’s Degree in Public Administration from New York University’s Wagner School in 1976.
After completing his education Latimer first became a marketing executive, serving for more than 20 years at major corporate subsidiaries of Nestle, and ITT, with on-site responsibilities for projects with AT&T, IBM and Shearson Lehman. During that time Latimer gained first-hand business and economic experience, having direct involvement with project development at numerous sites nationwide.
A resident of the City of Rye for over 35 years, Latimer ran his first successful race for public office in 1987, earning him a seat on the Rye City Council. Four years later, in 1991, he was elected to the Westchester County Board of Legislators, where he became the first-ever Democrat to win the 7th District seat representing the City of Rye, the Village of Larchmont, and Mamaroneck Town and Village. During the 13 years Latimer was a member of the chamber, he served as Minority Leader and then as the first Democratic Chairman of the Board of Legislators in Westchester County history.
From 1998 to 2001, while Latimer was Chairman of the Board, County property taxes decreased three consecutive years. Additionally, Latimer oversaw the passage of ground-breaking legislation such as the creation of the Human Rights Commission, Smoke Free Workplace Laws, and the Waste Haulers Laws. Latimer has always been regarded as bipartisan, transparent and accessible, appointing Republicans to chair committees, facilitating a fair redistricting plan involving members of the chamber’s minority party and outside “good government” groups, and establishing the first cable TV coverage of Board of Legislators meetings.
Elected in 2004 to the State Assembly, Latimer continued a solid record of accomplishment, sponsoring legislation and advancing funding for environmental issues including the protection of the Long Island Sound. During his tenure in the Assembly, Latimer authored more than 20 new laws. Latimer was then elected to the State Senate in November 2012, representing the 37th District comprised of 16 Westchester municipalities.
Over the years, Latimer has received public recognition and awards from numerous Westchester and Hudson Valley organizations for his work, including by the Sarah Neuman Center, the Washingtonville Housing Alliance, Congregation Anshe Sholom in New Rochelle, the Port Chester/Rye Brook Chamber of Commerce, the Mamaroneck Chamber of Commerce, LMC-TV, Council of Community Services in Port Chester-Rye Town, Helping Hands and the NY State Association of School Psychologists.
Latimer took office as Westchester County Executive in January 2018 as the ninth County Executive. He was then re-elected to a second term as County Executive in November 2021, never losing an election after over three decades in public office.
During his tenure as County Executive, Latimer has upheld an impressive record of achievements including three consecutive County property tax cuts and credit rating stabilization. He is also responsible for bringing several long-standing infrastructure projects to fruition, including the historic Elijah J. Miller House, Sprain Ridge Pool, New Rochelle Family Court and the North and South County Trailways. Latimer has broke-ground on Memorial Field in Mount Vernon, and unveiled the County’s 9/11 First Responders Memorial on the 20th Anniversary of the September 11th attacks, dedicated to the heroes who passed away from 9/11 related illnesses.
Latimer has worked with all stakeholders on key social justice reforms, including the Police Reform and Reimagining Task Force, banning Gay Conversion Therapy, signing the Anti-Wage Theft Law and the Wage History Anti-Discrimination Law among others. He has worked to electrify the County’s Bee-Line Bus Fleet, and modernize all County facilities for a green future. Today, Latimer continues to lead Westchester County through the unprecedented COVID-19 pandemic as the County continues to rebound, rebuild and recover.
Latimer’s sound business experience, his record of public service and his dedication to Westchester County have been the driving force behind his efforts for the last 35 years. Dr. Amkraut’s office is responsible for creating alternative credentialing programs and new pathways into formal education for a broad range of learners in the New York area. He is also charged with exploring entrepreneurial and strategic partnership opportunities to expand the College’s capacity to fulfill its mission, including a recently awarded multi-million dollar federal grant to support training programs promoting digital equity and job-readiness in underserved communities. This new division launched the “CertiFi by Mercy College” suite of offerings in 2022. He recently began chairing a statewide initiative to support employer engagement with private colleges and universities through the New York State Commission on Independent Colleges & Universities. Prior to joining Mercy in November 2021, Amkraut was the founding Executive Director of the Siegal Lifelong Learning Program at Case Western Reserve University in Cleveland, OH, following an agreement brokered between Siegal College, where he served as Provost, and CWRU. A trained (self-described lapsed) historian, he has been a leader in the Continuing Education realm for many years. Amkraut received his PhD in Jewish History from NYU and BA in Chemistry from Columbia University in NYC. Following 22 years of living in the Midwest, he is actively pursuing reclaiming his New York edginess and enjoying the plentiful supply of real bagels.

Formerly he was Executive Vice President & Chief Lending Officer, a position he has held since joining PCSB Bank (f/k/a Putnam County Savings Bank) in October 2012. His position oversees Commercial Lending, Residential Lending and Loan Operations. PCSB Bank was founded in 1871 and is now a $2 billion asset commercial bank headquartered in Yorktown Heights, NY, with 14 branches located in Westchester, Putnam, Dutchess & Rockland counties. In May 2022, PCSB Bank entered into a merger agreement and will become a subsidiary of Brookline Bancorp, Inc. Upon completion of the transaction, Mr. Goldrick will become PCSB Bank’s President and Chief Executive Officer.
Before joining PCSB Bank, Mr. Goldrick held various management and executive positions in the banking industry since 1987, when he began his career at North Fork Bank & Trust Company as a Credit Trainee and Loan Officer. From 2001 to 2005 Mr. Goldrick was Vice President, Commercial Loans, at M&T Bank, specializing in middle market C&I loans. From 2005 to 2008 he was Executive Vice President for Business and Professional Banking a Hudson Valley Bank, an executive position accountable for direct and indirect management of a $1.5 billion loan and a $1.7 billion deposit portfolio. From 2008 t0 2012 Mr. Goldrick was a Senior Vice President Team Leader Commercial Banking for Provident Bank and was responsible for expansion into Westchester, Putnam, Bronx, Fairfield and related counties. Mr. Goldrick holds an MBA in Finance from Fordham University and a BS in Accounting from University of Scranton.
Michael was born and raised on Long Island and has resided in Katonah NY for the past 23+ years, along with his wife Trish. In addition to raising three children and volunteering for various sport and school activities, Mr. Goldrick is current Board Chair at the Family YMCA at Tarrytown and is past President of the Westchester County Bankers Association. As a “third generation” banker, Michael is proud to follow in the footsteps and family tradition of banking established by his grandfather Thomas F. Goldrick (former CCO of Franklin National Bank) and his Dad, Thomas F. Goldrick, Jr (retired President & CEO of State Bank of Long Island).

He most recently served as Chief Operating Officer of Sterling Bancorp, and President of Sterling National Bank. He previously served as Chief Financial Officer of Sterling Bancorp and Sterling National Bank. Prior to Sterling, Luis was a Director in the Investment Banking department of Credit Suisse Securities, LLC. She is a sponsor for the Equity One Sponsorship program, an overarching education and awareness campaign that promotes diversity, equity and inclusion in the workplace. Melinda has more than 25 years of commercial banking experience in both credit and relationship management and became the Commercial Banking Leader for the HV market in June 2022. She began her career at Kidder Peabody as an auditor and was a buy-side analyst covering oil and gas equities before starting her commercial banking career with The Bank of New York. Melinda has extensive experience in structuring financing, including Industrial Development Bonds, syndications, and specialized construction financing. Prior to joining Wells Fargo in 2010, Melinda was a Global Relationship Manager at HSBC covering a portfolio of large global relationships.
Melinda is a life-long resident of Westchester County and earned a BS in Finance from Fairfield University, Fairfield, CT. She is a Past President of the Westchester County Bankers Association, a member of the Executive Committee of the Westchester County Association and past board member of the Women’s Enterprise Development Corp. and has served on the Father-of-the-Year Gala committee for the American Diabetes Association. Melinda is empty-nesting with her husband in Armonk, NY and has two grown daughters and a grand-puppy living nearby
