White Plains, NY (January 23, 2025) — The Westchester County Association (WCA) launched its 75th anniversary year with newly appointed County Executive Ken Jenkins’ first address to the Westchester business community, where he outlined his vision for the county’s growth and vitality – subjects that drive WCA’s mission.

Over 200 leaders in business, finance, government, and the nonprofit sector convened at this impactful event that set the stage for driving economic progress in the County in 2025. Susan Fox, President and CEO of White Plains Hospital and WCA Board Chair, provided welcoming remarks and announced 2025 as a milestone year for the WCA.

“Westchester’s success depends on collaboration and forward thinking. As WCA celebrates its 75th anniversary, we will continue to reflect on our powerful legacy while looking ahead to shape the future,” said Fox. “This momentous year will feature events showcasing WCA’s leadership in economic development, advocacy, and innovation — providing opportunities for businesses and nonprofits to connect, learn, and grow. By convening thought leaders and addressing critical issues, we spearhead the progress needed to secure a prosperous future for our region.”

In a fireside chat with WCA President & CEO Michael Romita, Jenkins outlined key priorities for Westchester County including investing in infrastructure, modernizing the Westchester County Airport and County Center, addressing housing affordability and availability to make the county more livable, and promoting economic development by streamlining regulations and approval processes. Jenkins also emphasized the importance of maintaining Westchester’s strong fiscal position, focusing on keeping taxes low while making strategic investments in the county’s future.

“This is a pivotal moment for Westchester,” said Jenkins. “Our focus is on fostering sustainable growth, attracting and retaining talent and creating opportunities that enhance the quality of life for all Westchester residents. Our strong fiscal management and economic stability have earned Westchester County a AAA bond rating from both S&P Global Ratings and Fitch Ratings. Moody’s Investors Service has also upgraded our financial outlook from stable to positive while affirming our strong Aa1 issuer and debt ratings.  We are committed to careful budgeting, strategic planning and working with the WCA, a vital partner, to build a resilient economy here in Westchester County.”

According to Romita, “For 75 years, the WCA has driven economic vitality by turning ideas into action. As we mark this milestone, we are committed to advancing our 2025 agenda, designed to deliver impact where it matters most — in healthcare, real estate and housing, sustainability, digital connectivity, and workforce development.”

Economic trends, challenges, and opportunities in 2025

The event also included a panel of economic experts featuring moderator Gustave J. Scacco, Chief Investment Officer & CEO, Hudson Valley Investment Advisors; and panelists Luis Massiani, President and Chief Operating Officer, Webster Financial Corporation & Senior EVP and Chief Operating Officer, Webster Bank, N.A.; Michael J. Schiliro, Senior Vice President, PCSB Bank; and Melinda White, SVP & Director Middle Market Banking Metro NY, Popular Bank.

Speakers covered key topics designed to help Westchester businesses navigate a dynamic political and economic landscape. They addressed a changing regulatory environment, investment trends, and the future of financial technology, while exploring critical questions such as the role of artificial intelligence in the local economy, strategies to navigate high interest rates, and opportunities for housing and infrastructure investment.

“Regulation doesn’t just impact banks—it affects every sector, from energy to manufacturing, adding significant costs to doing business. Reducing regulatory burdens across the board will spark excitement and drive growth, not just for financial institutions, but for the entire economy,” noted White.

Among the panelists’ recommendations for Westchester’s businesses, nonprofits, and municipalities for 2025:

  • Leverage advancements in financial technology to protect against fraud and improve efficiency.
  • Prepare for changes in regulatory frameworks that could impact lending and investment opportunities.
  • Address workforce challenges by investing in training programs and digital tools.
  • Explore innovative housing solutions to support talent retention and economic growth.
